With the rapid development of economy in the world, the group dispute shows the trend of escalation in many countries. The academic research and the praetice of group action also receive more and more attention in various countries. From a global perspective, the development of group action mainly presents the following tendency ： group action system has been established by more and more countries and got greater development.
