摘要
采用综合分段法,以关键单元工程为节点,以单个取水源为整体,严格遵循实际调水线路,同时考虑各主要虚拟供水口门的服务范围和行政区划以及工程实际情况,沿供水路线将整个南水北调东线一期工程分为20个区段。这样不仅使计算难度控制在必要的范围内,而且因为充分考虑实际取水源,使得成本测算更精确更反映实际,易被各方接受;另外还考虑到江苏境内采用双线供水和南水北调水供水到安徽时的成本费用。
The first stage project of the eastern route of the south-to-north water transfer was divided into 20 sectors in this paper along with the water supply route by Synthesis Subsection Method, which took the essential unit projects as nodes and individual water supply source as the whole, followed the actual water transfer line strictly, simultaneously considered the range of service and the administrative regionalization of main hypothesized water supply mouths as well as actual situation of the project. It not only controlled the computation difficulty but also made the cost reckoning more precise and acceptable by all quarters due to full consideration about the actual water sources, and additionally took the double thread water supply in Jiangsu Province and the water supply cost in Anhui Province into account.
