探讨新时期贫困地区农民增收的难点与对策——以新疆南疆3地州为例

On the Difficulties and Solutions to the Peasant Income Increasing in the Impoverished Area

贫困地区的农民增收问题,一直以来都是社会关注的焦点。进入21世纪,中国社会经济发生了很大变化,新农村的建设、现代农业的提出、城市和乡村统筹发展的方略等都为农民增收提供了机会和可能。但贫困地区农民增收却遇到了前所未有的困难,要解决农民增收问题必须跳出原有的思路框架,在国家政策引导和支持下,突出解决贫困地区制约经济发展的"短板",从国家、社会和个人3方面综合治理和创造农民增收的环境和条件。以新疆南疆3地州为例,在分析农民增收难现状的基础上,提出了相应的对策和建议,为贫困地区农民增收出谋划策,与同仁们商榷,以引起社会广泛的关心和支持。

The problem of peasants income increasing in the impoverished area has always been a great concern of the society. Entering into the 21 st century, the society and economy situation has changed enormously as the construction of new countryside, the raise of modern agriculture and the balance development policy of urban and rural areas together contributes to offering opportunities and possibilities for increasing peasants＇income. But the increasing of peasant income has met unprecedented difficulties. To solve this problem, this study quitted the original framework, cleared up the obstacles restricting the economy development in the poverty-stricken areas with the government policy support and creating appropriate environment and conditions for peasant income increasing from the state, social and personal aspects. Taking three districts in Xinjiang as examples and based on the analysis of the present difficult situation in increasing peasants＇income, this study put forward corresponding solutions and advices to the peasants＇income increasing problem in the poverty-stricken area and tried to attract attention and support from the whole society.
