试析建设社会主义新农村的新内涵——构建农业循环经济体系创建生态良好的新农村

Analysis of the New Connotation of Constructing the Socialist New Countryside

通过分析建设社会主义新农村的"新背景、新方针、新目标、新系统、新理念、新模式",指出"20字"目标是一个前所未有的经济社会环境的系统目标,表明《关于"十一五"规划的建议》所赋予的建设社会主义新农村的新内涵。阐述了建设社会主义新农村与培育农村良好的生态系统之间相辅相成、共生共荣、互为因果的内在联系。指出创建良好的农村生态系统是实现新农村新目标的核心体系与时代标志,指出创建生态省、生态示范区、环境优美乡镇、生态村镇,构建循环型农业体系,从宏观、中观、微观层面上,呈现新农村建设新模式的多样性。提出当前应重点抓好法律规范、宣传教育、试点示范3项基础工作,依法扎实推进建设社会主义新农村系统目标的实现。

Abstract By analyzing ＂new setting, new policy, new system, new concept and new model＂ of constructing the socialist new countryside, this study pointed out that this target was the systematic aim of unprecedented economic social environment, elaborated the new connotation of constructing socialist new countryside endowed by Suggestions about ＂The Eleventh Five-Year Plan＂ stated inner correlation between constructing the socialist new country side and fostering good ecological system of the country. It indicated that establishing good ecological system of country was the key system and time symbol of the new countryside and new aim, pointed out that constructing ecological provinces, ecological exemplary districts, towns with beautiful environment and ecological villages and creating cyclic agricultural system was to present the diversity of new models of the new countryside construction through macroscopic, middleic and microcosmic perspective. The study also put forward that laws and regulation making, propaganda and education and pilot example should be taken to the top schedule at present and the realization of constructing the socialist new countryside should be promoted step by step according to the laws.
