An Analysis of Non-agricultural Construction Land Index in County-level Overall Land Use Planning——With Gucheng County in Hubei Province as an example

通过对县级土地利用总体规划中非农建设用地指标分解的方法进行探讨,阐述了非农建设用地指标分解的意义和原则,以谷城县为例,提出采用因素因子综合评分法来划分非农建设用地指标,以最大限度满足各乡镇各类用地需求为原则,结合该县相关政策和各乡镇土地利用需求状况对指标分解结果进行了调整。

This paper discusses the analytical methods of non-agricultural construction land index in the county-level overall land use planning, and expounds the meaning and principle of non-agricultural construction land index analysis. With Gucheng County, Hubei Province, as an example, the paper uses the factor synthesis grading law to divide the planning index to meet the demand for various types of land use in maximum limitation. Finally the paper adjusts the index analysis result based on the policy of Gucheng County and various demand of land use in each town.
