On the Main Features and Strategic Values of CASHL

作为教育部设立的公共服务项目,CASHL是构建我国人文社会科学服务体系的重要工程,有效发挥了繁荣全国哲学社会科学研究的助推器作用。CASHL模式有三大基本特色:1、非返还式非营利性文献传递;2、把建立国家级人文社会科学信息资源平台作为自己的使命;3、点面结合的三级联合文献保障结构模式。有五大战略价值:1、是消除全国高校人文社会科学"数字鸿沟"的有效途径;2、是信息资源共建共享运行机制的重要探索;3、是高校图书馆社会化服务的重要实践;4、是繁荣全国哲学社会科学研究的重要保障;5、是国家创新体系信息资源保障系统的重要组成部分。

As a public service project set by the Ministry of Education, CASHL is an important part of humanities and social science service system of the country. It has been playing an efficient role of roll booster to thrive national philosophy and social science research. The service mode of CASHL has three basic features ： non-return and non-profit document delivery; taking the establishment of information platform for humanities and social science in national level as its own mission; and the three-level structure mode of united document supplying system combining key units and their partners. Five strategic values of CASHL are as following ： an effective approach to eliminate digital gap among the colleges all over the country; an important exploration on the running mechanism of information resources system building and sharing ; an important social practice of college libraries in opening to society ; an important ensuring system to thriving national philosophy and social science research; and an important constitutive part of the ensuring system of information resources to national creating and innovating system.
