本文主要通过对E-200卫星通信系统方案出台的初衷、系统的组成和网络结构、链路预算、系统测试以及在福建省防汛应急通信保障中发挥的重要作用等方面的介绍,从而对E-200卫星通信系统及其工作原理有一个更深层次的了解,为偏远和多灾地区的应急通信保障工作提供一个借鉴作用。

This paper introduces the original intention of building E - 200 satellite communication system,system configuration, network topology, satellite link budget, system test and the important function in flood prevention emergency communication of Fujian. Thereby the operation principle of E -200 satellite communication system can be understood in depth. At the same time a good use for reference can also be applied to the emergency communication network construction of some areas which are remote or prone to disasters.
