自主创新能力的发展需要有公平的激励机制作保障,才能获得持续发展的效率。我国具备自主创新的潜力,但某些政策的不公平,在很大程度上限制了创新潜力的开发。政策的公平与完善,将有助于实现民族自主创新能力培养过程中公平与效率的双赢。

Self-dependent innovation ability is of basic importance in building an innovation-type nation. China has great potentialities in self-dependent innovation. However, some unfair policies in some industries limit the development of innovation potentialities to a great extent. Fairness and betterment of policies could help nation achieve the double-win fair- ness and efficiency to cultivate self-dependent innovation ability.
