介绍了中国铁路信息化基础工程——铁路通信三年攻坚战实施计划在１９９７年的建设中，传输网、交换网、数据通信网等项目的实施情况，并对１９９８年的建设重点作了展望。

At first, this article introduces China Railway Information Infrastructure Project,i.e. The ThreeYears Plan of the Railway Telecommunication which is implemented in 1997. This plan involves the construction of the transmission network, the telephone switching network and the data communication network. And then it looks ahead the key target of the plan in 1998.
