Practical relationships between environment and politics

环境问题的产生、影响和解决与政治之间存在一条相互关联的因果链条。环境破坏的发生不仅来自于某些私人行为,更主要地来自于某些集体与公共行为,集体与公共行为对环境问题的漠视和蓄意倾向导致现代环境危机的出现;环境问题会引发各种社会问题与暴力冲突,带来严重的政治威胁与后果,这种影响同时发生在国际领域和国内范围;作为公共性问题的环境问题,必须诉诸公共权力,政治博弈中合法的强制力与环境决策制定过程中的公民参与都是在环境问题解决中不可缺少的政治要求。

There is a correlation chain of cause and effect between politics and environment problems concerning their emergence, influences and solutions. Environmental damages are produced not only by some private actions, but also by some collective and public actions mainly, in which there are disregardfulness even deliberation to environmental problems, leading to the modern environmental crisis; environmental problems would bring a variety of social problems, forceful conflicts and serious political threats and results, which might be both domestic and international at the same time; as public problems, environmental problems must be solved by virtue of public power, it is necessary claim that the settlement of environmental problems needs the legal compulsion in political games and the civil participation in the process of environmental decision-making.
