谈新形势下独立学院发展之路的选择

Development Ways for Independent Colleges under the New Situation

教育部《独立学院设置与管理办法》颁布后,摆在独立学院面前三条路,一是往民办大学方向靠拢;二是观望和等待,被动的改变和规范;三是终止办学。根据上述规定要求,当务之急,独立学院要重点加强"合格投资方引入"与"办学条件建设"两项工作,进一步规范办学活动,提高自身办学水平与核心竞争力,采取"独立发展"、"公民合作"、"民营化"三个层次渐进式转型,积极支持有条件的、办得好的独立学院向民办大学转变,成为高质量的一流民办大学。

The independent colleges are facing three choices after the drecre NO.26 promulgated by the education department. One is to draw closer to universities run by non-government; the second one is to wait and see,which means to change and standardize inactively; the final one is to stop running a school. According to the requirements of drecre NO.26,the top priority for the independent colleges is to attach more importance to the following two steps,that is, ＂to bring in qualified investors＂ and ＂to creat good conditions in school-running＂, which asks us to standardize activties ,enhance our level and core of competition in school-running. To meet this demand, we need to adopt three principles, ＂developing independently＂, ＂coorperating with citizens＂ and ＂＇running school privately＂, gradually change our style, and actively support those excellent and qualified independent colleges to shift into non-government universities with top level.
