在总结了福建省南平市集体林权制度改革有效经验的基础上,分析了林权流转监管的必要性,指出了林权流转监管的主体和内容。

This study aims to elaborate that the expansion and extension of the agricultural chain is an important way to promote the industrialization of agriculture,however,due to the different goals of different subjects,poor results from the dice game that the government,enterprises and farmers played has become a major obstacle to confine the extension of the agricultural industry chain.This study tries to prove that agricultural cooperatives as mutual aid economic organizations in which many farmers join voluntarily,could solve the contradiction between the ＂small farmers＂ and ＂big market＂,and is helpful to coordinates the objectives of the three subjects and promote the extension of the agricultural industrial chain effectively.
