Investment in Rural Secondary Vocational Education:Problems and Development Approach

发展农村中等职业教育对教育、经济、社会发展具有重要意义,是树立和落实科学的教育发展观的必然选择,是我国经济发展的客观要求,是推进社会主义新农村建设、促进和谐社会构建的必然之路。农村中等职业教育投资面临的主要问题:政府财政投入不足;投资主体单一;投资渠道不畅;成本分担机制未形成;政府投入效率不高。加强农村中等职业教育投资的机制和途径:加大政府经费投入力度,改革经费投入方式;明晰产权、大力发展民办中职教育、增加中等职业教育资源,推进办学体制改革,提高中等职业学校办学效益;建立完善中等职业教育成本分担机制,扩大经费来源范围;提高中等职业教育融资能力,拓展中等职业教育投资渠道。

To develop rural secondary vocational education is so important to education, economy and society,which is an inevitable choice to build and implement scientific educational developing concept and an objective demand for the economic development of China. It is also a necessary road to push forward the construction of new countryside and promote the creation of a harmonious society. The main problems of investment in rural secondary vocational education are as follows：the lack of financial support by government ; the mono-sources of investment; difficulty in investment channel; lack of cost sharing system and low efficiency of rural vocational education by government. Based on the above problems, this paper puts forward the following mechanism and approaches on how to strengthen the investment of rural vocational education, strengthening the efforts of investment by government and reforming the investment approach; clarifying the property right, developing private secondary vocational education, increasing the resources and promoting the systematic reform of education and enhancing the educational efficiency of secondary vocational schools; setting up the perfect cost sharing system of secondary vocational education and expanding the scale of the sources of funds; increasing the fund-raising ability and expanding the investment channel of secondary vocational education.
