区域物流能力柔性规划的内涵、特点与概念模型

Flexible Planning of Regional Logistics Capability:Connotation,Concept,and Notional Model

已有的物流规划鲜见从物流能力和柔性决策这两个角度去考虑问题,从而使得所做出的"规划"不能适应未来环境的变化而失去其科学性。因此,提出了区域物流能力柔性规划的概念,对区域物流能力及柔性规划的内涵进行了阐述;并在此基础上讨论了区域物流能力柔性规划的特点;最后建立了区域物流能力柔性规划的概念模型。该模型可为有关部门制定区域物流规划提供参考,并为今后进一步从事区域物流能力研究提供了新的思路。

The logistic plan was seldom taken into consideration from the vision of logistic capability and flexible decision. As a resuit,logistics plan＇ can not be adaptable to the change of future environment,which results in its losing of scientific essence. The concept of regional logistics planning was put forward. The connotation of the regional logistics planning was expounded. On this basis, the characteristics of the regional logistics planning were discussed. A notional model on the flexible planning of regional logistics capability with the theory of flexible decision was set up. The model has some reference guidance for the government to plan regional logistics capability. It also offers a new way to further our researches on logistics capability.
