摘要
耕地属于典型的多功能稀缺性自然资源,具有很强的外部正效应。为此,从分析耕地保护行为的外部正效应入手,提出了耕地开发权交易制度。耕地开发权交易制度是一种买卖许可交易,通过建立合法的耕地开发许可,利用市场交易机制,把耕地开发权作为一种商品进行买卖,使耕地开发指标在不同区域和区域之间得到合理有效的再分配,以此来进行耕地总量的控制。在此基础上,对耕地开发权交易制度的设计进行了一些探讨。
The purpose of this paper is to supply institution for protect cultivated land. Method of documentation was employed. This paper from the positive externality of cultivated land brought forward cultivated land development right i. e. license transaction. This paper further clearly analyzed that through establishing legitimate license of cultivated land development, utilizing market to deal, trading cultivated land development right as other goods, then cultivated land quota can well gets effective and reasonable distribution accordingly to achieve the goal of control the total amount of cultivated land.
