北海市免疫规划工作综合质量影响因素分析

Analysis on the Factors Relevant to EPI Integrated Quality in Beihai Area

目的探讨影响免疫规划工作综合质量的因素,为有效提高免疫工作水平提供依据。方法以北海市、县、乡镇各级免疫规划综合评估资料为基础,对照《广西免疫规划工作综合质量评估方案》进行评分,找出影响综合质量得分的主要因素。结果全市免疫规划综合质量总分平均得分率为77.1%,除市级接种机构、市区卫生院得分率大于85%外,县级管理机构、县区卫生院得分率仅为59.8%、68.1%;经费保障、免疫规划业务、免疫规划管理三项质量组成项目,市级接种机构、市区卫生院得分率均在85%以上,县级管理机构、县区卫生院均在80%以下。县级管理机构、县区卫生院免疫规划总体工作水平及其经费保障、业务与管理水平较低对全市免疫规划整体影响十分明显。结论县级管理机构、县区卫生院在经费保障、免疫规划业务工作、免疫规划管理三方面均普遍不达标(<85%),是影响全市免疫规划整体质量的主要原因。今后该项工作坚持以提高县、乡村基层工作水平为重点,在经费保障、免疫规划业务、免疫规划管理三个项目方面,必须同时关注,同步提高。

Objective To analyze the factors affecting the EPI integrated quality in Beihai area, and provide guideline to raise EPI level effectively for local authorities. Methods According to the assessment method of EPI integrated quality in Guangxi province, items relevant to EPI integrated quality of EPI agencies at urban, county and township levels were evaluated by score scale in Beihal area, to grade and find out key factors affeedng EPI integrated quality. Results The average total rate of EPI integrated quality was 77.1% in Beihai area, above 85% for city immunization agencies and city health institutions, and only 59.8% and 68.1% for county management agency and township health centers respectively. The average total rate of finance guarantee were above 85% in the urban, and under 80% in the county and township. The EPI integrated quality of the whole area was eroded greatly by the poorer performance of EPI operation, finance guarantee, and EPI management in the county and township levels. Conclusion The lower rates （〈85%） evaluated to items in fields of finance guarantee, EPI operation, EPI management in the county and township levels greatly lowered the overall level of EPI integrated quality in Beihai area and which should be focused and then improved equally in the future.
