On Reform of Governmental Conduct under the Tropism of Social Equity

维护和实现社会公平是中国社会主义制度的本质要求,也是构建社会主义和谐社会的价值基础。伴随着现代化进程以及市场经济进程,我国在促进社会公平方面取得了一些进展,但就总体而言,社会公平的具体状况却不容乐观。为此,我们必须改革政府行为的理念、功能、范式、财政体制和政策工具。

Vindicating and realizing social equity is not only essential demand of China socialism system, but also is value tropism of constructing harmonious society. With the development of modernization and market-oriented economy, we have made some progress in the aspect of social equity, but it is far from the requirement of most Chinese people. Therefore, we must reform idea, function ,model, financial system and policy tool of governmental conduct.
