摘要
服务型政府与电子政务的建设尽管依不同的逻辑展开,但存在一定的契合。对于服务型政府来说,电子政务具有三重功能:从技术上促进服务型政府,从结构上推动服务型政府的扁平化、无缝化,从价值上约定着服务型政府的取向。认识电子政务对于服务型政府的功能意义,对于建构服务型政府具有路径跨越时间、空间,跨越地域、部门等信息集成价值。
The service government and E-government＇s construction not only depend on developing according to the different logically, but has certain eonjunetion. As for the service government, the E-government has three functions： promoting serviee government technically, pushing the service government＇s flattening seamlessly structurally; deciding on service government＇s orientation of the value. Learning of the meaning of Egovemment function has value in constructing new service government.
