摘要
主要研究了流域初始水权配置问题。现行关于流域初始水权配置的研究有两点不足,即没有界定水权的优先权和采用比例型水权进行配置。在克服以上两点不足的基础上,采用了分部定量的配置法,依靠优先权来解决可分配水量的不确定性,以减轻配置方案的变动,降低配置难度。论文构建了流域初始水权配置的指标体系,并建立了流域初始水权配置的模糊层次模型,将模糊一致矩阵引入层次分析法中,无需进行一致性检验,并以黄河流域为例,验证了该模型的合理可行性。
This paper mainly studies basic principle and the method of initial allocation of water rights in basin. Firstly, it points out two shortcomings of the existing system of initial allocation of water rights in basin, namely, no reflection of the priority and allocating water rights in the proportion. In order to overcome the two shortcomings, this paper introduces the three-part method of basin initial water rights distributionm, which can solve the uncertainty of the distributed quantities of water by setting the priority. Then the paper sets up the FAHP model of initial allocation of water rights in basin and the fuzzy consistent matrix is used to determine the importance of each index, which can lead to more accurate and more fast calculation result. Finally, the Yellow River basin is taken as an example to verify the effectiveness and rationality of the method in the initial allocation of water rights in basin.
