“大部制”改革对高等教育体制改革的启示

Enlightenments of Higher Education Reform From the Reform of Enlarging Ministries

高等教育体制与政府组织体制有很多相似之处。政府大部制改革给予高等教育体制改革诸多启示:(1)通过部委"共建"解决部属高校多头管理的矛盾;(2)中央级管理机构应有效行使监督和宏观管理的职权;(3)应合理赋予高校充分的权利。

From the compotation of the reform in the system of enlarging ministries, we compare and analyses the similarities between the higher education system and the government organization system： the similarity between the systems and economical structure in mutual action, and the similarity of the types of the problems to be saved; enumerate the problems restricted by the present system of higher education institutions in their function and structure; and expound some enlightenments from it： （1） The contradiction of the colleges and universities affiliated to ministries managed by many chiefs should be solved by means of ＂joint construction＂ of the ministry or commission; （2） The state management organization should exercise the function and power of supervision and macro control; （3） plenty of rights should be given to colleges and universities rationally.
