To build an honest culture is an efficiency means to realize ＂Clean Government- Building＂ and ＂Anti-corruption Compaign＂, it aslo helps to strengthen theconstruction of Party members and cadres as well as executive ability of theparty. ＂Honest culture＂ is a kind of ideology and culture centering on valueconcept arid spirit consciousness, with its purpose to promote overall quality ofthe Party Members and Cadres, and optimize the realization of supervisingfunction, finally, to build a cultural atmosphere of incorrupt glory and corrupt-disgrace.
