2007年1月,世界贸易组织(WTO)各缔约方一致同意重开多哈回合谈判,由于发达国家在发展中国家敏感农产品特殊保障问题上不肯让步再告失败,WTO多边贸易发展遭遇重大挫折。与此同时,区域贸易安排数量却迅猛增加,WTO多边贸易有被其边缘化的危险。

In January 2007, all the contracting parties of the WTO agreed to reorganize the Doha Round negotiations, which was not successful finally because the developed country did not budge on the issue of the SSG. The multilateral trade of the WTO suffered a serious setback. Meanwhile, the regional trade got rapidly increase, the multilateral trade of the WTO would become marginalized.
