论村务公开民主管理与新农村民主政治建设

实行村务公开民主管理是贯彻党的十七大提出的"发展基层民主,保障人民享有更多更切实的民主权利"的基本要求,是保护村民的知情权,实现村民参与村务民主管理的前提和基础。没有村务公开村民就无法参与村务的民主管理,就不可能实现管理民主的社会主义新农村建设目标。要使村务公开、村民参与村务的民主管理制度化、法律化,使村民的民主素质在参与村务民主管理的实践中不断得到提高。

The implementation of democratic management is the basic requirement to implement the party＇s aim as ＂develop of grassroots democracy, protect of the people enjoying more democratic rights more effectively,＂ which is also the basic requirement to protect the villagers to have the rights to know the facts of the village affairs, which enable the villagers participate in democratic management of village affairs. If there is no opening of village affairs, the villager could not paticipat in democracy-building, so that they could not realize the goal to construct the new, democratic countryside. To Institutionalize and legalize the village affair opening and democracy management is the condition to promote villager＇ s democratic quality.
