试论基层人大选举制度的改革

On the Reform of the Grassroots National People's Congress Electoral System

基层人大选举制度的改革是推进我国基层民主政治建设的一个重要举措,也是对十七大"发展民主政治,深化政治体制改革"精神的贯彻落实。目前,我国基层人大选举制度在立法和实践中还存在许多问题,与宪法赋予的权威地位还有一定的差距。本文在对这些问题进行分析的基础上,提出了基层人大选举制度改革的方向和建议。但应当明确,改革应当稳中求进,从基层经济发展的实际出发,与人们参与政治的积极性相适应,不能操之过急。

The reform of the grassroots National People＇s Congress electoral system is not only an important action to advance our country＇s democratic politics construction at grassroots level, but also the implementation of the spirit that ＂develops democratic politics, deepens the reform of the political system＂ of the 17th Chinese Communist Party Congress. At present, our country＇ s grassroots NPC electoral system has many problems in both legislation and practice , which still has a certain gap between the authority entrusted with the Constitution. Therefore it is inevitable to reform the grassroots NPC electoral system. This article, based on the analyses of the problems existing in the grassroots NPC electoral system, puts forward some proposals for its reform direction. However, it should be clear that the reform must strive for improvement, embark from the grassroots＇ economic development reality and adapt to people＇s initiatives of political participation, and it cannot be acted too hastily.
