2008年,和平发展成为两岸关系的主题。大陆针对两岸关系出现的难得的历史机遇,及时调整对台方针政策。胡锦涛同志多次强调,要牢牢把握两岸关系和平发展的主题,并提出了对台"十六字方针"。两岸两会重启商谈,实现了周末包机和赴台旅游。年底,两会领导人在台北举行会谈,达成了"四项协议",两岸"三通"得到基本实现。国务院台办配合中共中央对台方针,相继推出了一些具体的对台政策,有力地推动了两岸关系的发展。

At the end of the year, the leaders of ARATS and SEF met in Taipei and reached ＂Four Agreements＂ , and the ＂Three Links＂ cross the Straits have been basically realized. In responding to the Central Party Committee＇s policy on Taiwan, the Taiwan Affairs Office of the State Council also worked out a series of specific policies and procedures, thus greatly accelerating the development of Cross - Straits Relations.
