Merit Tropism in Contemporary Language Related Legislation

语言立法必然要体现价值观,从而实现关于语言的法律保护目标。当代语言立法从联合国及其各组织立法、区域立法到国家立法,由较多的层次构成,但整体上呈现了价值取向汇合的趋势。在法律上确立语言的精神地位,将语言确认为重要的人类文化遗产,强调语言多样性对于持续发展的意义,这些价值取向是语言立法价值观体系中的重要内容。由此,保护语言的方法也需要在法律中得以系统的规范。

Language legislation always reflects certain values in order to achieve legal protection goals. Contemporary language legislation is constituted by a multi-layered framework, from the United Nations and its subsidiary organizations, as well as regional and national legislation. It has showed a trend of convergence of merit tropism on the whole. To establish the legal status of the spirit of languages, and to recognize languages as an important cultural heritage of mankind, which stresses the significance of linguistic diversity for sustainable development. The merit tropisms are important contents in the system of values of the language legislation. Thus, the method of protecting language in legislation also needs to be standardized systematically.
