建立成果发布机制,发挥输变电项目后评价的作用

合理应用输变电项目后评价成果,可以有效地宣传电网建设成就,有助于总结经验教训,改进工作。但由于输变电项目后评价成果涉及电网关键技术和企业经营秘密,在成果发布中宜采用多种方式,针对不同受众分级发布。因此,建议积极建立输变电项目后评价成果的秘级评定与分级发布机制,合理采用出版专著、公开发表、内部印发等不同方式,向政府部门、社会公众、参建单位和建设、运营管理单位等不同对象,有选择地适当发布相关成果,从而服务于电网发展。

Reasonable use of the power transmission ＆ distribution project post-evaluation report can effectively publicize achievements in the power network construction and help sum up experience for improving the work performance. As the report normally contains key technologies and business secrets, it should be distributed or released hierarchically, targeting different audiences in various ways. This paper calls for establishing an effective and efficient mechanism for classification grading and classification-based distribution of power transmission ＆ distribution project post-evaluation reports. According to the mechanism, the evaluation results can be distributed selectively, and to a proper extent, to different audiences such as the government departments, the public in general and the participating parties of construction, operation and management by means of monographs, public releases and intemal issues correspondingly.
