Building a Clean Government in Turkey:Pillars,Challenges,and Reflection

腐败是土耳其的一个严重而持久的问题,需要采取一系列长期的措施来促进廉洁,预防和惩治腐败。建立廉洁政府的主要支柱为议会与政党、检查委员会及立法保障,其主要挑战是对廉洁政府、腐败因果论缺乏理解及来自司法系统、官僚机构及欧盟疲劳现象的挑战。建立廉洁政府需要:政府有可靠的承诺;反腐政策要一致、连贯;加强国内外反腐协作;强化反腐制度保障;抓重点形成合力。

Corruption is a serious and enduring problem in Turkey. As such, a series of sustained and synchronized actions are needed to promote integrity, and to prevent and punish corrupt practices. This paper thinks the main ‘pillars＇ of the ‘national integrity system＇ as parliament and political parties, inspection boards and legal guarantee. And its chief challenges are the lack of understanding to clean government and causes of corruption, challenges from legal system, bureaucracy and EU-fatigue phenomenon. Among the reflections on building clean government are： the need for a credible commitment by the ruling elites; de- veloping a set of coherent principles and policies; effective coordination and collaboration; intensifying system guarantee; stressing the essentials to join forces.
