20所乡镇卫生院国家基本药物供应状况的抽样调查

Sampling Survey on Provision of Essential Drug in Township Health Clinics

目的了解基本药物制度在农村地区基层医疗机构推行现状,重点了解基本药物供应现状,对完善国家基本药物制度提供建议。方法采用直接观察法与采访法相结合,对陕西省20所乡镇卫生院的基本药物制度推行情况进行调查。结果所调研的乡镇卫生院,尚未制订统一的基本用药目录;对促进基本药物使用及合理用药的培训不足;农村医疗卫生机构补偿机制尚不健全。所调研的乡镇卫生院均存在基本药物短缺情况,出现短缺的药品种类主要是用于特殊疾病的药品和急救用药。结论建议加强基本药物的宣传和培训;改善基本药物在农村的供应;有针对性地制订农村各级医疗机构基本药物目录,规范用药品种;指导乡村医生规范处方;理顺农村基层医疗机构补偿机制。

Objective To understand the views and comments of the implementation of national essential drug system in rural region of China, to know the provision of essential drug, and to propose suggestions on improvement of national essential drug system. Methods This paper adopts direct observation and interview methods to investigate the provision in 20 township health clinics. Results The study indicates that the cognition towards essential medicines is inadequate, the supply of essential medicines is not sufficient. The deficient essential medicines are first-aid medicines and antidotes. Conclutions The paper advocated enhancing the propaganda and boosting the cognition towards essential medicines, improving the provision of essential medicines, consummating the formulation and adjustment of essential drug list, standardizing the prescription management, and reforming the distorted compensation mechanism.
