我国的电信产业正在经历着第三次重大的重组改革,在此基础上即将试行的携号转网业务能否起到促进形成实力与规模相对接近的市场竞争主体、构筑公平有效竞争格局的作用,成为广泛关注的焦点。本文研究了携号转网对于电信市场的竞争效应,研究结果表明:实施携号转网可以降低电信市场竞争的不对称性,使主导厂商的价格、市场份额和利润下降,弱势厂商的价格、市场份额和利润得以提升;从长期看,除价格竞争外,厂商会积极采取各种措施提高服务质量、开发新业务,使电信市场的竞争更为多元化,同时,总的市场规模也将得到进一步的扩大。

Chinese telecommunication industry is experiencing the third significant reform at present. Under this background, whether the introduction of number portability in two cities of China can promote the competition of our telecommunication market calls for great attention. This paper analyzes the effect of number portability in the telecommunication market. The result shows that, number portability will make the price, market share and the profit of the original incumbent to decrease while those of the new entrant to increase. From a long - term point of view the competition could be strengthened in a way that both of the firms may adopt other strategies besides cutting prices, such as improving the quality of their products, offering more services, etc. , and the total scale of the market will be expanded.
