中国科学院的知识创新工程与能力提升

Capacity Building and Knowledge Innovation Program in CAS

作为中国最高科研机构,中国科学院在国家创新体系中承担着重要的角色和作用。其1998年开始实施的知识创新工程距今已经十年。这一工程增加了国家对科学院的科技投入,并同时引发了中国科学院的改革和开放。为此,本文力图定量地分析,投入增加、改革与开放对提高科学院科技竞争力的影响。

Knowledge innovation program in Chinese Academy of Science（CAS） has been implemented for ten years. It is necessary to evaluate its performance. The program increased government＇ s support and drove CAS to a new reform process. We find that increased inputs, reform and opening are the most important factors for CAS＇ performance. But knowledge innovation program enhance more CAS＇ knowledge creation capability than innovation capability.
