汶川大地震对现代小城镇规划的启示——以彭州市通济镇灾后重建规划为例

Revelations on Modern Small Town Planning from Wenchuan Big Earthquake——With Town Planning of Post-disaster Reconstruction for Tongji as an Example

汶川大地震在给我们带来灾难的同时也警醒我们不能忽视小城镇规划中的防灾减灾问题。通过对彭州市通济镇灾后重建规划的探讨,围绕防灾减灾的目标,分别提出通济镇区选址及用地选择、布局结构、用地规划、道路交通、防灾规划等针对性策略。同时,提出了完善小城镇抗震防灾规划的纵向编制层次与横向编制内容,借鉴美国的"微区划技术",注重地下空间的开发利用,强化小城镇防灾设施的建设与运营管理的构想,供小城镇规划借鉴。

Wenchuan big earthquake has brought disaster to us, while also warned that we can not ignore disaster prevention and reduction issues in small town planning. Through the discussion on town planning of post-disaster reconstruction for Tongji Town, Pengzhou City, around targets of the anti- seismic, disaster prevention and reduction, this paper respectively put wards site selection of Tongji and choices of land use, layout structure, land-use planning, road system planning and disaster prevention planning of the targeted strategy and so on. At the same time, this paper proposes the longitudinal establishment level and the crosswise establishment content of consummating the anti-seismic and disaster prevention planning for the small towns, profits from US ＂micro-zoning technology＂, pays great attention to underground space development and utilization, and strengthens the construction of the small towns disaster prevention facility and the operation of management conception for other small towns planning reference.
