摘要
公共就业服务体系作为现代国家的一项重要制度,是国家实施就业政策和劳动力市场调节政策的载体,在扩大就业方面发挥着重要作用。从国际经验来看,欧美各国实施积极就业政策的过程就是通过完善公共就业服务体系并增强其效率来实现的。研究中,通过引入匹配模型旨在分析公共就业服务体系对劳动力市场效率的改进,并依据调查问卷的数据对公共就业服务体系的效率进行了实证研究。结果显示,尽管不同群体对公共就业服务体系的评价存在比较明显的差异,但总体满意。
The public employment service (PES) emerges in industrialized countries as a result of concerns about the social and economic impact of unemployment. Although there is a growing body of research that stresses the effectiveness of counseling and monitoring activities of the PES, so far, empirical evidence here is mixed. In the search and matching models, the PES matches registered jobseekers with registered vacancy and increase the effectiveness of labor market. Using the methods of survey, interview and statistics from local PES offices in Liaoning, we explore the fact that there are obvious distinctions among different groups although PES is satisfied integrally.
