进一步完善我国公共应急体制的对策与建议

Advice on Promoting of Our Country’s Public Emergency System

我国是一个自然灾害频繁发生的国家,一些重大事故灾难、重大公共卫生事件时有发生,所以当前全面、正确认识和妥善应对突发公共事件对于我国而言是一项十分紧迫的任务。本文试从我国公共应急体制的基本理论入手,探讨我国公共应急体制的概念、特征以及其基本理论的发展变化,拟根据我国实际以及借鉴国外公共应急体制的做法,提出完善我国公共应急体制的各种方法和手段。

Our country is the one which a natural disaster occurs frequently, in addition, some heavy accident disasters and significant public health events sometimes occur, therefore it＇s a very urgent task to comprehensively and correctly understand and properly deal with sudden public events. The author tries to start with the basic theory of public emergency system to discuss the concept, charactgeristics of the public emergency system as well as the development change of its elementary theory and puts forward various kinds of methods and means according to the reality of our country and drawing on the experience of foreign public emeryencg system.
