现代服务型政府是以人民主权为政府合法性的唯一来源,以公共性、服务性为治国理政的基本理念,以提供公共产品和公共服务为治国理政的主要手段,以维护公平正义,满足人民的公共需求为主要目的而进行公共行政活动的新型公共权力机关。现代服务型政府的构建要努力和现代服务型执政党的构建统一起来,加快政府流程再造;应以公共财政为后盾,加大公共财政对公共服务领域的支持力度,不断增强地方和基层政府提供公共产品、公共服务的能力与水平;要以人为本,全面贯彻科学发展观,培育现代公民意识和社会公共精神,不断扩大公民大众的有效政治参与,实现政府公共管理与社会自治的有效互动。构建现代服务型政府就是要深入贯彻科学发展观,树立科学的政绩观,造就一批高素质的公务员队伍,不断提高各级领导干部治国理政的政治技术和政治艺术。

The contemporary service-oriented government is a new-type public organ of state power which carries up public administrative activities with popular sovereignty as the only resource of the validity of the government,publicity and service character as the basic concept of governing the country,providing public goods and service as the main means,maintaining equality and justice and meeting public demands as the main purpose. The constructive paths of the contemporary service-oriented government are as follows：The construction of the contemporary service-oriented government should be unified with the construction of the service-oriented ruling party.The government process reengineering should be speeded up.The financial support from the public finance should be increased so that the capability and level of providing public goods and service of local government and basic government could be improved.h also depends on the implementing the human-oriented theory and Scientific Development View,cultivating contemporary citizen consciousness,enlarging the effec- tive citizen participation and realizing the effective interaction between governmental public administration and social autonomy.Moreover, deeply implementing the Scientific Development View,establishing scientific political achievement view, training high-quality civil servants and improving leading cadres＇s political technology and art in governing are very important.
