对我国农村土地产权制度改革的分析及建议

Analysis & Suggestions to the Reform of the Land Ownership in Rural Areas

我国土地制度改革至今,形成成熟规范的国有土地市场和正在完善的农村集体土地市场。目前土地制度的重大缺陷就是两种土地所有权权能不对等,导致许多社会经济问题,如"三农"问题曾越来越严重,土地制度是一个重要的原因。要解决"三农"等问题,就必须在建立统一土地市场的目标下,进行农村土地产权制度的改革。应怎样改,本文提出三条建议,并说明理由及意义。

The state-owned land market and the collective rural land market have been under perfection in the reform of the land regulation in China. However, one of the biggest drawbacks of the present land regulation lies in the unbalanced land ownership, which results in many social and economic problems, such as the serious three agricultural problems. To solve these agricultural problems, the land ownership regulation in rural areas surely needs to be reformed, under the target of formulating a unified land market. As for how to reform, this paper provides three suggestions and the related reasons or meanings.
