On the Game between the Government and the University in Public Expenditure

Government＇ s investment in higher education is influenced by the costs and the gains of both the government and the university in running institutions of higher learning. The university is required to provide human resources with the investment and it is in this way that the government controls the production of talents. An analysis of the game between them shows that less investment and control on the part of the former is the best policy for both of them. But in reality government＇ s investment in higher education is often influenced by some other factors, and accordingly their interests are usually reaped in different fashions.
