林权改革对集体林可持续经营的影响——以辽宁丹东为例

Effects of the Forest Ownership Reform on the Sustainable Management of Collective Forest

在创建集体林可持续经营评价体系基础上,采取定性要素赋值、数据标准化、层次分析法求权重等方法,计算出综合评价指标指数。再根据收集的数据,通过改革前后均值的显著性分析以及改革后综合评价指数、相关要素变化趋势分析,得出如下结果和结论:①林权改革对集体林可持续经营具有明显的促进作用,集体林可持续经营指数改革后比改革前上升了0.045 4;②林权改革对集体林生态、经济、社会三个子系统可持续的影响程度有明显的差异,对集体林经济可持续影响最为显著,对集体林社会可持续的影响为其次,对集体林生态可持续的影响最小;③林权改革对集体林可持续经营的促进作用,随着时间的推移,越来越明显。

Based on the evaluation system establishment of collective forest sustainable management, this study aimed to compute an integrated evaluation index by means of qualitative elements given data, data standardized and hierarchy process for weight number. With significance analysis of average index from data collected before and after the reform, and analysis of the change trend of integrated evaluation index and related factors after reform, the results and conclusions are as follows：（1）The reform of forest ownership has obvious positive effects on sustainable management of collective forest. The index of collective forest sustainable management is raised 0.045 4 than before. （2）The effect of the collective forest reform on ecological, economic and social system sustainability are different, the effect on economic sustainability is the most significant, the effect on social sustainability is in the second place and the effect on ecological sustainability is the least significant. （3）The positive effect of the reform on collective forest sustainable management will become more obvious as time goes on.
