Factors influencing the implementation of QHSE management system by basic-level crew in production are identified by analyzing the problems in the implementation of QHSE management system, and countermeasures are put forward to improve the effectiveness of accident prevention and improvement, establish a highly self-restraint, self-improvement and self-impelled mechanism, enhance the executive force of basic-level crews in QHSE, and promote the sustainable, effective and stable development of QHSE management system, thus realizing the objective of intrinsic safety management and safe production of petrochemical enterprises.
