城区公安派出所组织模式探析——以福建省城区公安派出所为例

Research on the Organizational Model of City Police Stations——Take City Police Station in Fujian Province as an Example

构建和谐社会关键在基层,派出所作为最为重要的基层组织之一,在构建和谐社会中发挥着不可替代的特殊作用。近年来福建省城区派出所主要有三种组织模式,即福州模式、厦门模式和龙岩模式,它们各有利弊。虽然各地实际差异较大,但城区派出所作为一个组织,必然在职能定位、规模大小、结构形式、工作标准、警力配置等方面有其内在的规律性。从目标定位、职能分工、运行方式、反馈机制入手,优化派出所组织模式,提高管理效益,是维护社会治安的一条重要途径。

The key to building a harmonious society lies at the grass-roots. As one of the most important grass-roots organizations, police station is playing an irreplaceable special role in building a harmonious society. This article summarizes in recent years our province＇ s city police organizations into three models, i. e. Fuzhou, Xiamen and Longyan model. It also studies the management from the perspective of the pros and cons of various models and extracts their same and different approaches. On this basis, from the functions of the location, size, structure, work standards, the allocation of police, we try to design a model for city police organization; and express our views and specific suggestions on Fujian city police stations.
