输变电工程建设政策环境研究

Study on Policy Environment of the Construction of Electric Power Transmission and Transformation Project

自2004年国家投资体制改革之后,输变电建设项目的审批程序有许多调整。文章分析了输变电建设项目各阶段涉及的法律法规、部委规章,结合实际建设经验,对需要办理的各项行政许可审批进行总结,并给出建设过程总的审批程序流程,以期为输变电工程建设提供指导和借鉴。

After the reform of national investment system beginning in 2004, there are several adjustments in the approval procedures for electric power transmission and transformation projects. In this paper, laws and regulations related were studied, in connection with practical experiences, the administrative licensing procedures needed for the construction of a power transmission and transformation project were summarized,and the flow chart of administrative approval procedures was given as well, with the purpose of providing some useful references for the application of a project.
