常州市区行政区划体制创新

STUDY ON THE INNOVATION OF ADMINISTRATIVE DIVISION OF CHANGZHOU CITY

常州市近20多年来经济发展的相对滞缓,导致这种现象的原因多且复杂,常州行政区划长期的不合理设置状况,是制约常州市城市空间发展和经济发展相对落后的一个具有根本性的重要原因。文章从常州市区行政区划演变开始,分析了常州市区行政区划的现状与特点,指出常州市区U型政区结构与东西两翼分割以及常州—武进并立而导致的"一个城市,两个行政主体"格局对城市发展空间发展轴线转变以及整个常州市区发展的不利影响与后果,提出常州市区行政区划创新的方案,分析其优缺点,并就非行政区划手段提出了一些建议。

Changzhou economy developed slowly relatively in the nearly more than 20 years,the causes are very complex, but one of the fundamental reasons is the illogicality establishing condition for long-term of Changzhou administrative-division.From the evolution of administrative-division of Changzhou city districts, this article analyze the present situations and the characteristic which the Changzhou city districts,and pionts out that caused to the adverse effects to Changzhou＇s development and spatial develop- axis＇s transformation form the east-west to the north-south axis by U-shaped and being cut apart of east ＆ west of Changzhou,as well as ＂one city,two administrative units＂of Changzhou-Wujin＇s coexistence,and then,this article puts forward the. administrative- division innovation project of Changzhou city, and makes some suggestions about non-administrative- division means.
