文章分析了徐州城市扒窃犯罪的四类作案人员即新疆籍扒窃人员、聋哑扒窃人员、一般作案人员和艾滋病等具有传染性疾病的违法犯罪人员,并分析了其行为特征和犯罪特点;提出了应扩大社会宣传力度,加强自我和他人的防范意识,加强对社会流动人口的管理、加强扒窃后向管理、充分利用现代科技为反扒工作服务等对策建议以降低扒窃犯罪率,为建立和谐社会提供保障。
