人力资本理论认为,人力资本存量的提升对于促进经济增长具有重要的作用。东北三省都是农业大省,农村居民劳动力素质的提高对于东北三省经济增长具有重要的作用。

Human capital theories point out that human capital has played an important role in promoting economic growth. In contrasting with the whole country, the three provinces of Northeast are agricultttral provinces. Thus, the promotion of the quality of the rural labor is very important to economic growth of the northeast three provinces. The article did the empirical research on that topic.
