论自然灾害应急物流管理体系的构建

Theoretical Issues About Constructing an Emergency Logistics Management System for Natural Disasters

我国自然灾害应急管理存在诸多"物流短板"现象,根据自然灾害发生的本质特点,极有必要构建一个高效运作的应急物流管理体系。该体系具有多层次、多环节和多要素的复杂特性,而目前这方面的研究尚存在着很多薄弱和空白之处。针对自然灾害应急物流管理体系构建中的现状,亟需展开系统的研究,从技术操作和战略运作层面解决好自然灾害应急物流管理体系的分级和分阶段管理、政府和社会资源的协调机制、应急物流公共信息平台的构建方法和应急物流风险预警管理机理等重大问题。

The fact that natural disasters have happened globally and frequently in recent years calls for a timely and effective natural disasters emergency logistics management system （NDELMS）. In 2008, China＇s disaster relief practice in the two catastrophic disasters reflects the reality issues of emergency logistics management and the urgency of building a scientific NDELMS. And the theoretical research in the field of NDELMS is extremely inadequate. Thus the following four key issues should be given the priority in researches：the logistics mechanism by grades and stages of natural disasters, the concerted mechanism between government and social resources,the systematic framework of disaster logisctics information platform,the risks forewarning system for NDELMS.
