在全球化趋势日趋明显的当今时代,随着我国各项改革不断深入,政府创新不再仅仅局限于政府内部,它越来越多地与公民社会发展、地方治理成长发生着关系。从实践上来看,地方治理已经成为当前我国政府创新的一种趋向,建立起"政府创新与地方治理"的分析框架是构建社会主义和谐社会的一个全新的课题。分析框架对地方治理的基本内容、社会根基,政府的主导作用,可能出现的异化问题以及实现路径选择进行了论述。

Nowadays,the trend of globalization has become more and more evident. With the constant deepening of China＇s various reforms,the governmental innovation happens no longer just within the government, but is largely connected with civil society development and local governance. Therefore, the establishment of an analytical framework ＂Government Innovation and local governance＂, has a practical and theoretical value,in particular when we are undertaking the important task of building a socialist harmonious society.
