在个人言论的表达功能上,网络以其方便、快捷、低成本等优势超过其他传统媒体,成为人们直抒胸臆、参政议政的首选平台。作为一个法制社会,网络时代公民的言论应该受到法律的约束和规范。
In terms of the expressive function of individual＇ s speech, Internet offers a supe- rior environment convenient,quick,and cheap. So it has become a preferable platform for people to express their opinions, and even participate political activity. In a legal society,people＇ s speech should be under the control of law.
