Reading of Chen Lanbin's Correspondence with Zhu Xueqin

陈兰彬致朱学勤手札九件,写于1869年春至1871年初秋之间。手札内容涉及陈兰彬在此期间的行止和思虑。前者包括其在直隶治河、赈灾、清理积案,而反对"练军"和兴办练、保甲。后者包括其对广东、云南问题的看法,对全国官员队伍杂乱、官场风气败坏的批评;尤其是对国际大局、中国危机的认识,及其尽快开发、经营台湾的主张。凡此说明,陈兰彬此时虽然官员卑微,但能不计个人荣利,兢兢业业,实心办事,其思虑和建议也切中肯綮。

Chen Lanbin＇s nine letters to Zhu Xueqin were written between spring of 1869 and early fall of 1871, concerning Chen＇s work and thoughts during the time. He was then in charge of river control, disaster relief, and handling the accumulated cases, and opposed military exercises and local militia. He criticized the loose discipline and corruption among officials. He had his own opinion on the problems in Guangdong and Yunnan and suggested an early development of Taiwan. All these showed his loyalty to the nation regardless of his personal interests.
