摘要
评标工作是招投标中的关键环节,必须运用科学合理、公正有效的评标方法。对铁路建设工程而言,业主既希望工程项目设计方案能够得到较好实现,又希望以相对较低的成本实现发包,评标过程是在成本与预期的功能实现效果之间进行的权衡与优选。本文基于价值工程方法,将不同投标人及投标方案所反映的工程质量、工期、施工方信誉等能够为工程项目带来不同实施结果的因素作为功能指标,将各投标人的合理报价作为成本指标,采用层次分析法和模糊综合评价对功能指标加以量化,以兼顾了成本因素与技术因素的价值系数作为评标依据。最后,运用基于价值工程的铁路建设工程评标方法对算例进行分析。
Being pivotal in bidding and tendering, tender evaluation must use a reasonable, fair and effective method. For railway construction projects, the owners want the project design to be better realized, and hope to achieve a relatively low cost contract. Tender evaluation is a balance and optimization process between cost expenditure and function fulfilment. The project quality, construction periods, and credibility of the construction parties reflected in different tenders are function indexes, which are able to bring about different implementation results. The reasonable quotations of different tenders are the cost indexes. The Analytic Hierarchy Process and fussy evaluation are used to quantify the function indexes. Value coefficients combining cost factors and technical factors in the evaluation process are the evaluation criteria. Finally, a case is given to show application of the evaluation method for railway construction project tenders based on Value Engineering.
