黑龙江省新农村基础设施建设投融资长效机制研究

On Long-term Mechanism of New Rural Infrastructure Construction and Investment and Financing in Heilongjiang Province

由于长期以来的投入不足,农村基础设施老化或设施缺位等问题比较突出。改变农村基础设施薄弱的现状,应加大财政对农村基础设施建设等公益事业的投入,发挥现有农村金融机构融资作用,强化农村政策性金融机构的功能,组建农村基础设施投资主体,改变单一的政府投资做法,形成以政府为主导、以市场为导向、以社会为主体,多渠道融资,注重实效的长效管理机制。

There exist some problems of rural infrastructure aging and vacancy due to long-term insufficiency in investment. To change the current situation of weak rural infrastructure, we should increase financial investment in public welfare, play financing role of rural financial institutions, organize investment subject of rural infrastructure, change single investment from government, and form long-term management mechanism of multiple financing and efficiency guided by government, market and society.
